Chapter IIIThe information in this chapter is designed to provide team members background information for understanding terms, concepts, procedures, and measurements used in disaster relief for populations at risk. The information can also be used to help evaluate the design, quality, and accuracy of assessments conducted by other specialists, organizations, and governments and for monitoring ongoing programs.
